Hello, I hope you are all enjoying the summer weather. In past reports I have written about an RFP the City of San Diego issued related to evaluating the potential for a private company to take over the healthcare tasks currently performed by staff from SDCERS. While we all have appreciated the efforts of SDCERS staff, this RFP was an effort to determine if a private company may have the technology which would enable them to provide a higher level of service to City retirees. After evaluating the responses to the RFP, a company named Benefit Outsourcing Solutions, Inc. (BOS) was selected as the successful responder and at its May 14, 2024 meeting the City Council approved a contract with BOS for a period of three years with potential for extending the contract for seven additional one year periods.

The transition from SDCERS to BOS has started and at a recent meeting among representatives from the City of San Diego, SDCERS, REA, Retired Fire and Police Association (RFPA) and BOS we were provided an update.
System changes from SDCERS and BOS will start to take place in August of this year with system testing taking place in September. If all goes well, BOS will be able to manage the healthcare open enrollment process beginning in November 2024. The change over from SDCERS to BOS should be completed by the end of this year.

I understand that in September SDCERS will send out a letter to all City retirees with more detailed information about this transition. Also, it is very important that if/when you receive a communication from Benefit Outsourcing Solutions, Inc. you recognize that firm and open and review the provided information. Again, while we appreciate the good work for the staff from SDCERS we think that BOS will make the reimbursement process better for City retirees. Thank you.
