President’s Message by REA President
Mike Bresnahan

Hello, Welcome to Spring in San Diego.

As you may be aware, the Windfall Elimination Provision (WEP) and Government Pension Offset (GPO) have been officially repealed.

On January 5, 2025, President Joe Biden signed the Social Security Fairness Act (H.R.82) into law, eliminating these provisions that previously reduced Social Security benefits for retirees with non-Social Security-covered pensions, such as those from public sector employment like the City of San Diego.

For years, City of San Diego retirees were shortchanged because of these federal rules.  With those rules gone, you deserve to receive the full benefits you may have earned – whether through part-time jobs, military service or other Social Security-covered work.  If you previously thought it was never worth applying before, now is the time to take a fresh look.

To ensure you receive the benefits you’re entitled to or if you have questions or need assistance on this matter, contact the Social Security Administration directly.  This repeal was a significant victory for public sector retirees, ensuring you receive the full benefits you’ve earned throughout your career.
