President Mike Bresnahan’s Message

Hello! In past newsletters I have described a Request for Proposal (RFP) that was issued by the City Risk Management Department. This RFP was seeking an outside administrator to perform tasks related to the management of healthcare insurance benefits for retirees which are currently performed by staff from SDCERS. I can now report that that RFP process has been completed and that at its May 14, 2024 meeting the City Council approved a contract between the City of San Diego and Benefit Outsourcing Solutions, Inc. (BOS) to provide these services. The term of the contract is for three years with the City having the sole discretion to extend the contract for seven additional one year periods.
While we appreciate SDCERS, we think that BOS will make the reimbursement process easier, provide a greater level of phone support, and offer online services for members. Once the transition from SDCERS to BOS has been completed that company will be responsible for tasks such as, but not limited to, managing healthcare enrollments, processing retiree healthcare reimbursements, and communicating with retirees regarding their healthcare benefits.
An initial meeting has taken place to start the transition process. At this time, I am not aware of the exact date of the transfer but believe that will happen sometime later this calendar year. As the City and BOS establish their transition timeline, we will keep you informed as best we can.
