Board Meeting Minutes 

 

NOTES: All votes were unanimous unless otherwise noted 

 

 

Call to Order: The meeting was called to order by Vice-President for Advocacy Mike Bresnahan at 9:30am. 

 

Board Members Present: Jim Baross, Mike Bresnahan, Chris Brewster, Shirley Hall, Joan Hernandez, Brad Jacobsen, Joan McNamara, Abby Salaiz, John Tsiknas (at 10:00), and Dave Twomey 

 

Guests Present: Joe Flynn 

 

AGENDA: There were no additions or changes to the agenda. 

 

MINUTES: The minutes of the September 2022 Board meeting were approved 

 

TREASURER’S REPORT: Abby reported that there was a one-month glitch in invoicing from Integrated Labor Solutions. She also reported that we’re taking in more money because of the dues increase. 

 

M/S/C to approve the September Treasurer’s Report. 

 

INVESTMENT COMMITTEE REPORT: John reported that the appreciation for the Russell 3000 is 20.18% and 3.39% for the Money Market. The total value for the legal defense fund is $305,324. 

 

RETIREMENT BOARD REPRESENTATIVE’S REPORT: No report 

 

COMMUNICATIONS AND INFORMATION ITEMS:  

1) The in-person SDPEBA Benefits Fair will be November 2 from 10am to 4pm at the Balboa Park Club. Volunteers from the Board are needed to staff our booth. We will have cookies, coffee, and water; $200 was allocated from the budget for this expense. 

2) Nominating Committee – Joan McNamara reported that Brad and Joan Hernandez agreed to run for reelection, Stacey LoMedico is running for Ty Rogers’ position, and Liza Crisafi is running for Treasurer. 

3) The annual Board retreat will be Friday December 9 at Mission Trails Park from 9:30am to 2:30pm. 

4) Recruitment Flyer Mailouts – Mike reported that the SDCERS mailout with our flyer went to over 8400 retirees, with a cost to us of approximately $3200. Our more limited flyer specifically targeted at retirees in the San Diego region went out to 1700 people. As a result, 11 people joined in August and six joined in September; many of them used our new online membership application, although there were reports of glitches in the process. 

 

ACTION ITEMS: None 

 

ADVOCACY COMMITTEE REPORT 

Because of the Thanksgiving holiday, the next Advocacy Committee meeting is Thursday November 17, at 9:30am via Zoom. 

 

OTHER COMMITTEE REPORTS 

Membership: No report 

Newsletter: Deadline for the next issue is October 19 at 8:00am. 

 

OTHER RETIREE/ACTIVE EMPLOYEE ASSOCIATION REPORTS 

Retiree Issues Task Force (RITF): No report 

Retirement Security Roundtable: Chris reported that the meeting was sparsely attended, attributing this to the lack of any perceived threats to pension systems. Regarding Prop B, three unions mandated that their members join SDCERS, and two unions gave their members a choice between a pension and a 401k. Still to be resolved is the issue of employees who were hired post-Prop B but left City employment before the settlement.

Other Retired Public Employee Associations: No report 

 

PROGRAMS: No report.
