President’s Message by REA President
Mike Bresnahan

Hello, I hope that all of you are enjoying the summer in San Diego.  There are two items I want to write about this month.  First, the City has decided to discontinue the practice of always having the retiree open enrollment period begin on November 1 and end on November 30.  In the future the City will select open enrollment dates that will ensure the start and end dates are always on a business day.  The City selected dates will also avoid a deadline falling before Thanksgiving Day or Black Friday. This is an effort to pick the best time frames for retirees as well as administrative staff.  The timing of the mailing of the retiree healthcare booklets will also be adjusted each year to ensure that retirees receive their booklet prior to the opening of the open enrollment period.

For the calendar year 2026, the City’s open enrollment period will begin Monday October 27, 2025, and end on Tuesday November 25, 2025.  Additional reminders will be forthcoming.

Second, Stacey LoMedico and I had the pleasure of representing REA while attending a Learn to Swim event at the Colina del Sol pool. This event was advertised as the “World’s Largest Swim Lesson”!  As you may recall, reduced cost swimming lessons were made available through REA’s contribution to Learn to Swim. This was done as part of our Community Outreach effort.  It was a very, very nice event with several attendees expressing appreciation for REA’s support.  Attached are several pictures of the event.

The two speakers below are in order Andy Fields, Park and Recreation Director and Rowdy Gaines representing “STEP into Swim” (also the former worlds record holder in the 100- and 200-meter freestyle!!) Both spoke about the importance of teaching kids to swim.

Thank you!
